To be eligible for Blue Preferred coverage, each family member applying for coverage must complete a medical questionnaire and be a resident of the District of Columbia.   The monthly premium is based on the oldest person in the family applying for coverage.  The oldest family member must be the policyholder.

*If you are age 65 or older, you can only apply for Blue Preferred if you are not eligible for Medicare.
